George Greenleaf is a senior level war gamer with over 25 years of experience in the fields of strategic planning and war game design, mission analysis, game theory, and decision-making. An accomplished facilitator and lecturer with experience at the highest levels of government, academia, and the private sector, he is a former Navy Pilot with over 30 years of military service. His primary skillsets include strategic planning, war game designer, and strategic communication.
Since retirement from the U.S. Navy, George has designed, directed or coordinated 75+ war games, workshops and seminars for the US Department of Defense, Department of Justice, DHS/US Coast Guard and International partners, public and private schools, and Fortune 500 companies which directly supported strategy, policy, security, and concept development. He adapted the military planning process for civilian use to define problems, identify objectives, develop, analyze, select, and execute courses of action while assessing program effectiveness.
Regarding seminars and table-top exercises related to national defense, homeland security and homeland defense, George has served as the Senior Leader Moderator for engagement events at the headquarters of U.S. European Command, U.S. African Command, U.S. Northern Command, the Naval War College, the Army War College, and National Defense University. Discussion topics moderated during these events range from military planning, disaster relief operations, and information sharing to continuity of operations and contingency planning.
During his tenure at OSD, George was directly involved with drafting the Homeland Security Directive for Maritime Security (HSPD-13), authoring the DoDI 3025.16 Defense Emergency Preparedness Liaison Officer Program, the re-write of the National Response Framework, and the war game validation of the Maritime Operational Threat Response (MOTR) Protocol.
As a Stellar Advisor, George has supported U.S. European Command’s Austere Challenge and Austere Edge joint exercises as a senior leader seminar facilitator and as a senior leader emulator.
