A highly experienced senior executive within both the U.S. government and military healthcare systems, Allen Middleton now serves as an advisor for Stellar Solutions, Incorporated. With extraordinary depth in military and federal healthcare delivery systems, Allen provides a wealth of expertise across a wide range of Department of Defense and Veterans Administration operations.
Significantly, Allen served as the implementation director and then first Deputy Director of the Defense Health Agency from 2012 to 2015. Prior to that assignment he was the Deputy Assistant Secretary of Defense for Health Budgets and Financial Policy where he was responsible for the programs and management of the military healthcare system’s $50 billion budget. In these roles he served at the highest level in that system and led operational improvement, enhanced budget systems, and additionally oversaw successful financial audit and financial controls.
Allen gained his expertise as an Air Force Medical Service Corps officer from 1972 until his retirement as the 15th Chief of the Corps in 2001. He held command positions at the agency level and at medical treatment facilities, and also served as an administrator at several Air Force hospitals. He was recognized as the American Hospital Associations Federal Executive of the Year in 2001. He rejoined federal service in 2004 and retired as an SES III.
Following his military and civil service career Allen joined the Uniformed Services University of Health Sciences (USUHS) as an instructor in health services, a director of the Defense Health Horizon (an internal “think tank”), and currently serves as the senior advisor to the President for organization and strategy.
As a Stellar Advisor, Allen offers potential clients expertise and insights into the operations and structure of the DoD and VA health systems where they seek to better understand opportunities to support and engage with those systems.
