Fran Mahon is a Stellar Advisor and consultant with more than 30 years of experience leading large, complex organizations; building teams and relationships, and solving challenging problems within the U.S. military, the U.S. inter-agency, and with partner nations. With core competencies in executive leadership, concept development, strategic planning, strategic communication, requirements definition, and budget analysis and programming, Fran has led or supported studies and independent review teams for U.S. government agencies, independent think tanks, and across the aerospace and defense industry.
Prior to joining Stellar Solutions in 2014, Fran was a Major General in the United States Army. He completed his career as Director for Strategy, Policy, and Plans at NORAD-USNORTHERN Command, where he: formulated theater strategies, campaign and contingency plans for the defense of North America, the United States, and Defense Support to Civil Authorities; and executed a Theater Security Cooperation program with an annual budget of approximately $200M.
A career air and missile defense officer, Fran has extensive force development, testing, and operational experience. He was responsible for: formulating the Army’s RDTE and procurement POMs; developing and executing MDA’s Integrated Master Test Plan for all U.S. missile defense systems; commanding all U.S.-based Air Defense Artillery units and being the Deputy Area Air Defense Commander to USFK and U.S. Central Command.
Engagement, partnering, open dialogues, and seamless integration have always been key aspects of Fran’s approach to any project. Throughout his career, he regularly engaged with members of the National Security Staff, the U.S. Inter-Agency, as well as, the NATO member nations and partner nations in Southwest Asia and the Pacific.
As a Stellar Advisor, he has supported joint exercises (U.S. European Command’s Austere Challenge) and responses to urgent needs of the Combatant Commands; and designed/facilitated several of MDA’s Ballistic Missile Defense System Wargame table-top exercises.
