Trey Wheeler joined Stellar Solutions as a Stellar Advisor who specializes in providing services and support in areas such as maritime intelligence, surveillance, and reconnaissance (ISR); anti-submarine warfare; strategic, nuclear, and integrated deterrence; offensive and defensive cyber operations; strategic planning; international partnerships; and foreign military sales.
Trey spent 34 years in the U.S. Navy before retiring in 2022 as a Rear Admiral. During his final assignment he served as the Chief of Staff at U.S. Strategic Command, overseeing day-to-day operations for a 2,700-person headquarters and managing a $483 million budget. In addition, Trey held the position of Director, Plans and Policy (J5) at U.S. Cyber Command, where he led the development and implementation of national security plans and advised on policy related to global cyberspace operations. He also established the nation’s first international Cyberspace Commander’s Forum, fostering collaboration among leaders from 30 nations.
A career Naval Flight Officer, Trey commanded the U.S. Navy’s Maritime Patrol and Reconnaissance force, orchestrating global anti-submarine and intelligence, surveillance, and reconnaissance operations. He has commanded at all levels, has held positions on the Joint Staff, Joint Force Headquarters – Naples (NATO), Naval Forces Europe/Naval Forces Africa, Joint Task Force Horn of Africa, and led a Provincial Reconstruction Team in Afghanistan.
With broad global experience, Trey is well versed on joint warfighting, cyberspace operations, command and control, strategic planning, international/interagency operations, and crisis response. He is a graduate of the U.S. Naval Academy and National War College and is a qualified Maritime Patrol and Reconnaissance Weapons Tactics Instructor.
