A distinguished Senior Executive Service (SES) leader within the Department of Defense and the Department of Army, Ellen retired after 38 years of service and now brings extraordinary experience and expertise to our Stellar Advisor ranks.
During her civil service years supporting the U.S. Army, Ellen served as a business executive with exceptional strategic leadership while managing numerous domains to enhance Soldiers, Civilians and Organizations. On multiple assignments, she served as a Deputy Chief of Staff or organization Director and focused on critical activities to include resource management, resource programming, financial management and accounting, audit readiness, acquisition, manpower management, human resources, logistics, engineering, medical, religious, diversity and history functions.
While assigned as a Senior Executive Service Tier-2 at the U.S. Army Training and Doctrine Command (TRADOC), she administered resource and financial operations, manpower, and executed acquisition oversight. Effectively managing an annual operating budget in excess of $8.4 billion educating over 500,000 students in 37 campuses nationwide, she additionally designed and directed resourcing for a $6.9 billion facilities construction program.
Ellen also optimized organization design and structure to reshape the workforce, adapt individual best practices across TRADOC and the Army, and save over 1000 manpower spaces to offset expanding training mission requirements. Finally, she led the command’s efforts to develop workload-based models, manpower documentation, and equipment requirements in support of 100 organizations and 52,000 manpower positions.
As a Stellar Advisor, Ellen offers a broad spectrum of functional knowledge with expansive U.S. governmental and commercial experience that includes strategic planning, organizational design, change management, business transformation, business services and analysis, leader development enhancement, and influential consulting.
